The Scottish Government recognise that the main reason why some people are compromising on food is insufficient and insecure incomes. Cash First is a test of change to understand how financial support can replace emergency food provision across Scotland.


The aim of the Cash First Pilot is to create more dignified solutions to crisis support by providing people with immediate access to financial grants, giving the recipient choice in what they spend the cash payments on depending on their priorities at that time.

It can be an effective and dignified form of support for people facing financial crisis when partnered with adequate advice and needs-based holistic support.


The pilot project will look to streamline and support existing referral pathways to ensure those in poverty are improving their access to ‘wrap-around support’. This will include advice regarding benefits, housing, employment and health.

The Cash First Flexible Crisis Fund in Aberdeen focuses on single males aged 18-45 who are in receipt of Universal Credit and accessing emergency food banks.


The Fund provides individuals with money and access to wrap-around support. Trusted partners from the Aberdeen Cash First Network can refer the individual for up to £600 – either in one-off or recurring payments depending on their level of need.


The Fund is delivered to individuals via vouchers, cash payments or direct payments depending on their ability to budget the funding and any risks around providing them with cash payments.
